Will the quality of mundane items bought at shops scale as the game progresses?
Yes. Shops towards the end of the game have l3wt that is phat'r than the stuff you can buy in Targos. There is still some pretty cool stuff in Targos, though.
How large is the town of targos?
Targos is three large areas, each the physical size of the one "big tree" Kuldahar map. They also have a lot of interiors for inns, homes, etc., etc.
3E weapons
Well, there aren't any new weapon types (except throwing hammers). We couldn't add spiked chains or orc double-axes or anything like that as it'd require new animations.
Starting stat of 16
Yes, you can only start with a 16. The extra points you recieve every 4 levels can raise the stat beyond that of course.
If you make a Half-Orc, they have +2 to STR and -2 to INT and CHA. So, starting out, your stats are:
STR: 12
DEX: 10
CON: 10
INT: 8
WIS: 10
CHA: 8
Your max in each score is the starting stat + 8 so:
STR: 20
DEX: 18
CON: 18
INT: 16
WIS: 18
CHA: 16
True, neither the PHB or DMG says that stats have a cap at character creation. HOWEVER, neither of them list an unweighted point-buy system either. If we used an unweighted point-buy AND had no cap at character creation, you could take all your starting points and dump them into one stat. Take the Half-Orc, you could dump all 16 points into STR and start with a 28 STR! You could also be uber-munchkin-like and take points out of all your stats and add 51 to STR giving you a total of 63!!! That's a +26 to hit and damage. It would also create a character that dies from one hand punch...
Dice rolling leads to characters that are difficult to balance the game for. Josh is very against weighted point buy (and I agree with him). So, we have the un-weighted point-buy because it is FAR easier for us to balance the game.
Evil Clerics
For evil clerics, I recommend Bane or Tempus.
Bane's got da mad skillz, yo. He be dominat'n n' talk'n all slick like. His domain abilities have some serious charming action goin' on. He's got this mad skill that makes his Dominate Person spells tough to resist, yo. When sum punk ass bitch be all trip'n, Bane's all like, "Yo, punk! Go over to that Gelugon and say, 'Yo, mama!'" Bane gets off on dat FLAMFLAMFLAMFLAM.
Now Tempus be down with all that lightn'in and thundah and whatnot. When sum scrub be all up in his face, Tempus is like, "EAT LIGHTNING MOTHERFLAMFLAMFLAMFLAMER!"
Don't make these guys all weak and skinny. Make 'em strong. They got all them mad Inflict spells that be doin' serious damage, yo!
which attribute determines missile weapon damage?
You add your STR bonus to damage rolls from throwing axes and throwing hammers.
Animal movement
All animals move as fast or faster than humans now. This includes bears. Druid shapes inherit this change. This means changing into bear form isn't so painful waiting for your druid to catch up to the rest of the party. Now the druid waits for everyone else (except a barbarian or monk). Cats move wicked fast now. Watching an angry pack of wolves bear down on you is very fun (if scary) to watch. If I think of anything else, I'll be sure to post it somewhere.
