An Etherlords 2 interview at HomeLan talks to Nival's Project Manager Oleg Belaychook about this upcoming RPG. Here's an excerpt for you:
HomeLAN - Will the game's turn based combat system be modified in any way for the sequel?

Oleg Belaychook - The system itself isn’t being modified, as it was by far the most successful portion of the original game. What we have done is added 16 new creatures and 30 new spells that can used by all four races. These additions on top of all of the former spells and creatures add far more complexity and choice to the combat system and introduce new capabilities into the game. We’ve also completely overhauled the spells system while located on the adventure map by giving you easy access to both a reserve and active spells deck, making it simple to drag and drop between them before engaging in a duel. All of these changes are focused on making management of your creatures and spells as painless as possible while maxing out the variety of tactics you can use.
