PC Arena is the next site to post a review of Arcanum. Rating is a high 4.5/5, and they generally praise the game. Here's the last paragraph:

The Fallout series, set upon its post-apocalyptic Earth did more than just prove that great CRPGs did not have to have a fantasy setting. With its new and imaginative world, superbly written plots and legions of unique characters, Fallout brought what was considered by some to be a dead genre roaring back. Times have changed, and titles from this 'dead genre' now are often found at the top of many PC Games bestseller lists. Yet history repeats. This group of gentleman who form one of the most gifted design groups in the industry are finally back with another superbly imagined and executed title, which also happens to be great fun to play. This design approach always places imagination above of convention, and with Arcanum: of Steamworks and Magick Obscura, it has truly paid off.
