This plugin adds 9 LOTR weapons (including an elven parrying knife equiped as a shield, and both a 1 handed and 2 handed verion of the ranger sword) to Ralen Tilvur in the Foreign Quarter plaza in Vivec. There is a chest with the all of the weapons but it has a 100 level lock on it, so you would be better off to buy everything unless you have a high security skill.
