This is the tool the developers are using to make Morrowind, which will also ship with the game and allow players to change virtually any part of the game. This first tutorial covers some of the basics of editing the outside game world, including buildings and terrain. It is once again a self running BINK file and with 49MB a rather hefty download, but extremely interesting.
