IGN.PC talked to producer Haden Blackman about Star Wars Galaxies in an interview they published at their site. Here's a bit:
IGNPC: The amount of players allowed to a server per galaxy hasn't been announced thus far, nor has the number of characters per server. Do you have any numbers in mind, and if so what are the reasons behind them?

Haden Blackman: In terms of number of players on a galaxy, we're going to be shooting for "thousands." We won't know exactly how many until we reach beta. It's not really a technology issue - we could probably support tens of thousands of players - it's more of a content issue. We need to make sure that we have enough content for that many players (ten thousand players burn through content exponentially faster than five thousand players).

In terms of how many characters per player per server, or per player per account, we do have numbers that we're discussing, but we aren't ready to divulge any of this yet. The number of total characters is a storage issue, while the number of characters per server is a design issue.
