PlanetDungeonSiege has conducted an interview with Maigo Dragon, lead dialogue editor over at Ultima V:Lazarus, a Dungeon Siege Engine remake of Ultima 5:

PDS: Will there be any entirely new NPCs?

    Maigo Dragon:
Yes, we will be increasing the original Ultima V NPC population by about 50%, from roughly 140 characters to approximately 200. Again technological limitations of the time resulted in townes and keeps with a very small number of inhabitants, occasionally as low as only two people! Even large townes such as Britain had only a fraction of the number of people that roamed its streets in either Ultima VI or VII. So we felt it absolutely necessary to fill out the world by creating a number of new NPCs. It also gives our writers a chance to get even more creative, since they are not limited by the preexisting character traits from the original game when making a character from scratch.
