There is a new Morrowind: Tribunal interview with Designer Mark Nelson at RPGVault today. There isn't much new info in the interview, but here's someting about how your progress in the main game will be able to change your experience in the add-on in som subtle way:
Jonric: How will Tribunal tie into Morrowind in terms of story and settings? What level of characters is it intended for?

Mark Nelson: Tribunal is a stand-alone story in its own right. That is, you don't need to have completed any of the original main quest to get into the expansion materials. There are, however, some subtle differences in how it plays out, depending on your main quest status. Almost all of the new content takes place in the new areas. The original island is pretty content-rich now, and we didn't want to introduce overlapping content, either with our work or the work of the mod community. The new expansion material will be accessible to everyone. Even someone who hasn't played Morrowind will be able to explore Tribunal right off the bat. They'll need to build their character up in order to see the later stages of it, but they're not going to be locked out because they haven't hit 50th level.
