Ebony staffs are the highest enchantment weapons in the game (90pts).
Daedric staffs are only about 7-15pts (can't remember).
Ebony are easier to find, try fighting mages, looking in daedric (ironically) tombs.
Both items will spawn randomly at some point. I have a stack of each in my "vault".

Sorry, said staff when I meant wakizashi
Those are even rarer then the daedric staffs...
But they will occasinally spawn on a golden saint or dremora lord.

The enchantment values in the game are 1/10 of those in the book. If you look in the editor youīll see that the mentioned ebonystaff has an enchantment value of 900, but in-game itīs only 90.

The main thing I've learned about this game, ignore the bloody book. It seems to be way off when it comes to enchantment values. Ebony staffs are 90 (in game). I am very certain of this, since it's much much higher then any other weapon, not counting "cheter" mods. The highest enchantment item is the daedric tower shield, with 225pts. Normal daedric shield is *only* 150.
