During many dialogues where you know you will fight an NPC, you can equip your weapon without waiting for the dialogue to finish (and by that time, the computer controlled guy is faster then you will ever be anyway, so sometimes he'll be slashing you before you can draw your sword) SPACE bar dosent seem to work, but if you hit the hot key, like 1, then it works most of the time.

Yeah, you can draw your weapon during your part of the dialog only once it's to the point that a fight is 100% definate.
