Enchanting?

Does skill in alteration make aleration effects cheaper to cast on items? or for any magical skill..... also does enchanting skill do anything when getting an enchanter to enchant things?

I think enchanting skill only effects when you yourself are enchanting something from captured soul crystals. It doesnt matter to vendor NPCs how high your enchant is, at least thats what i have gathered. I dont have the answer to the first question though. gooday!

I read somewhere that a better enchant skill will make NPC enchanters give you better prices, although I haven't confirmed that myself.
