few questions aobut skill / attributes

As I'm fairly new to morrowind, I have few questions about things I'm not sure about. Sorry if they were asked earlier:

a) do your actions are determined by skills only (in example: if I persuade someone, do my actions are determined by speechcraft only, or by speachcraft and personality attribute both. So if I have the same speechcraft skill but higher personality, my chances will be higher ?).

b) What exactly "govering" in regard to skills means ? Only capping top level, so you can't buy higher skill from npc or more (see a) )

c) is there a way to develop mercantile skill not by training (buying skill from npcs).

I'm new to this too, but I think I can answer b).

When you level up, the multiplier is based on on the governing stat for the skills you raised. So, for example, if you gain a point in the long blade skill, that counts toward the multiplier on strength when you level up.

a) Yes, it is determined by skills only. The attribute also affect the cap of your skills. For example: your personality attribute is 40, then your speechcraft and merchantile skills cannot be higher than 40 until you raise your personality attribute (when level up) further more.

b) dteowner gets it pretty right.

c) skills can be raised by usage. To raise your merchantile skill, barter more.

The more a shopkeeper likes you, the better his prices will be and the more he can go up or down in his prices.
The more of a difference yo make on his offer (in your favour) the faster your skill will devolope.

Reading books helps your skills to.

Hmm, I just checked some of my points, and yet they look different:

about b)
acrobatics (govering strength) - I drink few potions, rising my strength from 60 to about 150. My jumps were MUCH longer and higher. So strength not only "govers" acrobatics, but also improves skill. I will check the same with personality and persuading later.

about c)
Beo, XeroX: I originally thought the same. But during those two (well, three now) days of constant playing my mercantile skill didn't change at all. I'm thief and I buy / sell stuff very often.

So, I'm confused ....

More questions:
It's told that strength improves melee damage. Does agility improves marksman-type weapons damage ? Does anyone know how strength exactly affect damage done by melee weapons ?

I didn't notice those "+" and "-" signs on bartering screen were clickable. And it's even written in manual.

I read your answers too quickly, sorry.
