Bounty on Head - Where's Phane Rielle in Balmora?
   

Ok, so I just had to have that magic belt on this woman in Pelagiad and now I have a bounty on my head. I am told that Phane Rielle in Balmora can help, but I don't know where to find Phane and the guards prevent me from exploring too much. Can someone tell me where to find Phane so I can simply go straight there while invisible?

He's in the South Wall in Balmora, downstairs. Across from the Argonian. It will cost you, though.
