Download the mod into your morrowind/data files directory (or copy into the data files folder if you dl'd it somewhere else).

Open up the Morrowind Launcher from your main Morrowind folder.

Click on the data files tab and this will show a list of plug ins you have. Click the box to the left to enable and when you start your next session the plug in will load.
