Thief Guild

I've completed ''A Brazen Thief'' and ''Bandit Raids'', and now I wonder how you start the last quest related to the thief guild. I've heard that Jora will direct you to Nagur, but none of them has anything to say to me.

Did I miss something?

if i'm right you let nagur go free on the marketplace and got the note in the fish to the fishsaler and let him go free to. next what you have to do is talk to the bartender in the harbor pay him for his awnsers and keep asking all the questions that are available, he will direct you to nagur which gives you the fetch package quest
