Can you get above 60 strength training without being a
   

Paladin? I am still city guardsman.

Well you skipped a lot details like:
In which chapter are you?...hhhmm..propably 2 heh?
You want to TRAIN your strenght up or just RISE it?
"Cause there are trainers and potions and some foods that rise up your strenght.

bTb is correct,

There are potions in the game which have a permanent effect, strength
and mana, i have used them, together with high value rings and amulets its
possible to get a useful increase.

Getting strength above 60 by training?
   

Yes, I am Chap. 2 completing the mine quest.. Yes, I know there are potions that perm my strength increase. I went with being a hunter for the bowmaker so I can't train for chemist except with the guy down at the docks if I test his forgetting spell on someone and I haven't found an angry person that does not want to fight yet to test his spellon.
I haven't seen anyone who sells perm spells for strength increase or other stuff.
So I wonder if there's a trainer that takes me over 60 strength without having to be a paladin. I'm a guardsman, so Mercs and Wizzes won't help me with it.

The one who trains strength above 60 is a paladin.

Spoiler:

Use the spell on Valentino. He goes home at 2 or 3 in the morning or thereabouts. Wait for him in the upper quarter. When he shows up, beat him up and then use the oblivion scroll on him. Once you learn one potion, you can go back to the other teachers and they will teach you also.

But as far as using learning points, Ingmar in the town hall is the only one I know of who trains strength past 60. He only trains paladins.

hehhehe you can smoke some of them plants too for a cool side effect, slow motion combat!

yeh, and eat lots of them Magic Mushrooms for extra permenate Mana!

Weeell, ok. I was gonna say, you could follow him home but.....

It's the second to last house on the right as you enter the upper quarter. I think it's right next to Gerbrandt's house.
