fish salesman note?

From who do i get the stinking note to give to the fish salesman?

Can I still deliver the note and join the thieves guild if i join the Militia?

NOTE: I already let Renargu go and helped Nagur by giving him Akils goods.

i knocked off three bandits in a cave close to Akils farm but still no note.
I also took out two other bandit caves close to the two entrances to the city
Is the note supposed to be in any one of these caves?

Yes. Leave the city at the marktplace and turn left. After ~ 100 meters you find a cave.

yes you can,stink note is hiden in fish be shure to open it,and if you join thief's guild go and talk with Rangaru you'll get something
