Fighters guild quest

I'm currently on the fighter's guild quest in Sadrith Mora, were I'm supposed to find an outlaw. It's the first bounty quest. But there's noone in his hideout. Where are the bandits???

outlaw cave

i had a heck of a time finding his hideout. i was sure i had gone over island south of dagen fel six times. was doing my very last sweep and there the cave was. only visible from the water. there were half a dozen thieves inside and the one you are looking for was there. there was even a page from his journal which i picked up thinking i might need proof. the cave entrance is on the north side of the island. the isle also has a tomb on it, S-something if i remember right.

Fighters Guild quest -- no bandits

look at the potions laying around....lots of rising force potions....gee. I wonder what the bandits were doing with those? (Hint Hint)
