Vivec-Thieves Guild- Spoiler needed
   

I'm up for mastermind in the Vivec thieves guild. I meet all the requirements, but for some reason he says I need to do more for the guild. Once he told me something about a tax collected in someplace called Venim (sp). I only got the quest one time, it is not in my journal, and I do not know how to complete it.

This is the quest that Jim Stacey in Vivec gives for the thieves guild. Any help would be outstanding, thanks in advance
