Yes, you can hardly avoid to find the ore armour.

Ore armour isnīt the kind of clothing Xardas wears.
Wasnīt it expalined somewhere that this armour was used by some historic person?

the Ore Armor belonged to a king Who Weilded the Uriziel many many many years ago, To fight Off the orc's , Orc's stole the sword, killed the king, Xarads Got the armor and locked it away in his chest when he lived in the old tower, before it sunk he lefted it there cause he didnt want to bother with having to go down and find it lol
