Someone near Matteo in the city, after Matteo, says i have to test his spell and then he'll learn me how to brew potions, how do i have to test it? allready casted it on a few people but nothing happened

You need to make those guys angry to be able to test the spell... beat up someone where others can't see you, then use the spell on him/her. If used correctly, the spell will make them forget what you did, which is the sense of the spell.

Or better yet use the spell on the one who gave it to you
If I remember correctly in the journal entry it is written that this is a good oportunity to use the spell on Ignaz(hope the name is correct) as nobody will mind

yes, it is oblivion. a good way to make him angry is to steal something, then knock him down and steal his stuff.
when he wakes up cast the spell.

D'oh did it other way, i thought you had to spell it when he was knocking on you, it didn't work so i ran away and had to pay a penalty to lord andre... 
when i came back to him i could say that i did the spell so... i lost only 50 coins
