HELP with a Wise Woman

I got this job from Skink to arrange a meeting with a Wise Woman in Ahemmusa. I went there (i think I had previaously been there before I got the job) and she told me to find Minabibi in Favel's Tomb. I go to Favel's Tomb and it turns out I had been here too before I got the job. I had already cleaned out the Tomb and I can't find Minabibi anywhere. Am I screwed or is she someplace? Can anyone help???

I wasn't able to complete that quest for Skink either. What I did was fulfill the quests given by Edwinna and the mage at Balmora (name eludes me) and was able to make it up to arch mage that way.
