I am Level 5. I'm at the new camp and want to become a Rogue. I talk to Lares, he sends me to talk to Mordrag. I talk to Mordrag, come back, ask what else I can do. Lares sends me to get weed. I get weed, give Lares $400, get exp.
Then I ask him, is it sufficient to join? He says that Mordrag spoke for me, but I am not ready and should do my tasks. At the same time the message on screen says "Requirement: Level 5." But I am already level 5, what gives?!! I tried reloading, getting weed first, sleeping a night... still nothing! What's up with that, anyone know?

you should go to the old mine ,as diego from the old camp asked you ,take it ,but dont give it to diego,take it to Lares in the new camp. He will tell you what to do then |

But if you did that and gave list to Diego, I think you will not be able to join NC.

No, that is precisely what one must do to join the New Camp. The whole point, in fact, from Lares point of view is to get MORE stuff on the list so when they steal it from the Old Camp guys they get more stuff. So, after Lares modifies it, you HAVE to give it to Diego.
