possible solution for low frame rates.

I know everyone wont use this, but the people who are having a very hard time running the game will.Go to start, run, and type in msconfig.Then go to selective start up and only check process system.ini file and press apply and restart.Doing this frees up your RAM to do nothing but the game.When I did it and there were no noticable problems and the frame rates went from choppy sometimes in the citys, to smooth accept for entering a new area it is choppy for a few seconds.
