NPC won't move...

I'm trying to get to the shopkeeper in the Rebel Camp and there is a guard who just won't move. I've tried exiting the area and reloading the game; the guy wont budge. Just wondering if anyone else had this problem.

Stuck guy

Yeh, he did that to me to. I had to leave and go do the shield quest first so he would do business with me again. I think it is also a matter of getting there while he is in the room. There is one that sells stuff and one that just guards the door I think. Pain in the ---!! If you did the sheild stuff, you have to go do something else and come back, try to catch the right guy in the rignt place. But save first, I made the one guy mad one time and he attacked. Also a pain in the ---.
