transport runes dont require a circle
maybe your just short on mana
you have to use the rune until you actually get transported too |

What is a circle? Does that come later in the game? (keep in mind my game came without a manual) |

Depending on which camp you join, you can become a magician of water or fire. Or a Templar.
You have to be accepted as a mage before you can be taught magic. Or be a Templar.
Then you can advance from level 1 to level 5.
Only 4 circles as a templar.
Learning the circles is like learning 1h or 2h or streght/dexterity.
Each circle allows you to use more powerful runes. |

Every rune belongs to some circle, so you must know this circle if you want to use it.
But this teleport runes do not require circle. So also non-mages can use them.
Just equip it (same way you equip weapon) and...
For spells (from scrolls or runes) are reserved slots as follows:
1...melee weapon
2...bow
3...crossbow
4...spell
5...spell
.
.
.
0...spell
