Going through the mega-list of spawnable stuff I cannot find any of the NPC's.
You need to find him.
Have look next to the chest on the second floor.

cause the one i foud is in german and altavista doesn't translate it right |

My only tip I can give you about that list, is to make two versions, one translated, and one not translated. Then copy the right column from the english translation onto the german one.
That way you can be sure you get the correct 'codes' with english translations.
I once lost Dusty the same way. I hope you have a decent save... =(

If you reached the the point where Lester should be waiting for you in the library until you meet him again some days later, then this is the fix to tell him to go home:
