Need location of trainers - Light armor and marksman

I am a level 17 Nord barbarian and still ahve these skills on 15. The easiest way for me to gain levels is to increase them but I cannot find anyone training in these skills.

Thank you.

Socucius Ergalla in the Census and Excise Office in Seyda Neen - Light Armor
This is the guy you who helps you determine your class and sign.

I've yet to find a Marksman - but I've only been to Seyda Neen and Balmora so far.

I would imagine that some of the people who won't train me at the moment would have one of those skills.

you probably already did a mission where you have to kill 4 spies at a mine - one is an archer guy on lookout outside the mine. He is an archery trainer but I would imagnine its too late. I'll try to think if there are any others.
