Getting Gestatt into the game. Cheats?

I posted recently regarding dragon scales and was told that Gestath (or whatever his name is) is the best person to speak to as Godar won't teach me. However I have covered the area by the stone dragon's mountain, the mountain itself and the area around the bridge with a fine tooth comb and there is nothing to be found, not even a corpse. Unless I am wildly off course I don't think hes in my game!! Does any body know a means by which I can get him in? Either by cheating or other means.
