i've gone into the morrowind.ini file and changed some stuff like the questions you can be asked at the begining, but i haven't done much else does neone else toy with this and if so what do you do?

At one point I tried to change all of the weather to sunny except for rain and thunderstorm (I like those). I think it only changed the sky because I still found myself in a dust storm or whatever with a clear sky above. So I set it back to normal.

You shouldnt' toy with your .ini file. ESPECIALLY if you didn't back it up!

Secondly there is very little game content controlled from the .ini. It's mostly performance stuff in there. Like view distances, number of cells cached, type of shadow/light computation, etc.

If you wanna play with the content, that's what Construction Set is for. The weather effects are all defined in the CS. If you go under World/Regions, you can define different weather effects for each region in the game.

Echoing moon dragon, the ini settings for weather only affect how a given weather condition looks, not whether you get it or not. Much more precise control comes from the Construction editor.
