Anywhere to pay someone to make permanent attribute potions?

I have 5 king sorral's and 3 dragon roots and I want to make some potions of permanent strength, I'm not a mage or have any desire to waste points on alchemy. Is there anyone I can pay to do it for me?

Also, how much strength does each potion give me? I heard 15, is that correct?

Thanx for any help.

Normal potion +5. In last chapter you can make potion that gives +15.
As Paladin only mage Neoras was willing to prepare potions for me - but some simple. I think that if you want to have potions of permanent increase you have to learn alchemy.
