There is a pathway leading to the left of the path to the NC just where the Cavalorn's hut is located. There is a wooden bridge over the path and an old tower with a chest.
If I follow this path to the end it brings me to the Orc court yard or arena.
The only question is if I can do something about it in Chapter 4?

It's probably just another quest related thing that didn't make it into the game.

Ah... So sad! It had the target stones on the pillar, I was so anxious to see what is it for!
