Is there a Dark Brotherhood?

I keep reading about the Dark Brotherhood, and recollect that it may be part of the Commora Tong, if it exists. I don't like the Tong guys and have started killing them, but I've seen no sign that the Dark Brotherhood is active. It sounds like something that would be interesting to be part of.
My character is an Imperial Crusader, and I wonder if he would even be permitted. Anyone with thoughts on this?

I don't think you can join that guild.

It's like the Ordinators or the Sixth House baddies, you see them, you can talk about them, but you can't be one of them. It would be cool to join the Sixth House.

Dark Brotherhood is part of quest that you do for Morag Tong.
