Cassia, in the Thieves' Guild, Lares(I think) at the Harbour, Torlof at Onars' farm if you're a Mercenary, and Diego later in the game. A couple of the hunters here and there can also teach you dex, but I don't know how much..

The best choice is Cassia in the Thieves Guild.
