Inserting Gentlemen Jim - how do I use consul
   

I need to talk to Gentleman Jim Stacy to complete a quest. Only problem is, his isn't in the bookstore. I heard that, by using the consul, I can place him into the bookstore where he belongs, only problem is, I don't know how to open or use the consol. I heard that by typing placeatpc stacey 1,1,1 into the consol that should take care of it. But, I'm afraid I need more help than that. I don't know how to get into the consul, let alone enter any info into it. How do you open consul and is the above typing correct to place Gentleman Jim back in the bookstore
