Where do I find the tax collector/consensus guy in Vivec?

Can't seem to find this guy in Vivec? Any Ideas?

I know

He's in the foreign quarter. I think. He's in the building where the girl is hiding. The guy is on the level that has the big square cut out of the center of the room. You can look down to the floor below in this spot. If you ask him if he's seen the girl, he will ask you if you've seen her. I told him she left vivec. The guy just stands in the hall way. He's like 1 floor from the top of the building. Good Luck. Hope this helps.
