you can lockpick at any lvl.
just press left/right when you have selected a lock.
Wrong side start over/ lockpick breaks
Good side, you see it.
Combo normal 4 ( can be 2,3,6)

Pickpocket is a worthless skill to learn if you are just starting out. If you've already played the game; and want to learn it for fun, well that's a different story.
If you are just starting out, use your skills points more wisely.
Why pickpocket anyone, when you can take your sword and cram if up their arse, knock them out, and take their stuff.

HOWEVER, to answer your question... you have to go into sneak mode, come up behind them, and then 'talk' to them. You'll instead try and loot them. This doesn't work if a) someone else can see you do it b) they have anything even remotely useful in their inventory c)You take anything larger than an ore nugget.
Thief characters are purely in your mind in this game. They can't make it without relying heavily (exclusively) on fighter and mage skills. You can't steal from any merchant or anyone with a quest item. Enemies don't care if you sneak up behind them ... they'll hear you. It doesn't increase any chance for a critical hit. Lockpicking cannot get you through quest doors... you have to fight for the key in most cases.
That being said it's fun to have a thief-acrobat flipping around the world, saving lockpicks, and stealing pocketlint. It's a Roleplay thing.
