i got 2 main questions, firstly wheres the chest for the key you get off valentino and how much dexterity do you need to pick pocket the judge and governor?

I think 30 dex is needed to pickpocket the judge, and you don't have to pickpocket the governor, it's just to sneak and grab the Blood Chalice, since it's just standing about.
To reveal Valentino's hidden chest, use the lamp that is not glowing in the second floor of his house.

My question is how to even pick the pocket. I have the skill, and can pick other peoples, but not the Judge. I can only ask how he's doing, and then I get the "didn't I tell you to leave" response. Did I do something wrong?

I guess you allready have his key than 
Valentino's chest:
House on the right in the upperquarter, it's a house with 2 floors and one bed is empty upstairs because Valentino is in the pub..
Hint: Check out all the lamps and weapon shields in his house (search for a switch, the worth won't come up  )

As far as I remember I didn't pickpocket him. I'll have to check to make sure, but I think when I try to open the chest, I say I need the key for this.

You need the key, you can pick pocket it from Judge..

If your going to make something titled "Blood Chalices" atleast tell where they are !! >< I need to find them lol...are they all titled Blood challices or are they also the gold goblets ? anyways if there is a list of them please give me a link

ok ive finally pickpocketed the judge (mind you ive been to the valley of mines and back) now i get a key off him, wheres the chest for this key? i cant find one i havent already lock picked.

#1 In the moneylenders chest
#2 In Valentino's house, first pick-pocket his key and than search in his house for secret switches
#3 In the house where you can find Lord Hagen (upstairs)
#4 In the house near the Alchemist Salandril
#5 Judge's house, first pickpocket his key and than search for secret switches
#6 Gerbrand's House

Check out all the weapon shields and lamps, search for a secret switch (the title 'Switch' won't come up so you'll have to search it)
Hint: Its IN his house, don't search outside..
