Mod making question/idea

I just downloaded a the skin that is armour.....it gave me a idea to make a clear skin. would thast be possible? to have a skin that was just clear? not using chamelon or anything. and snice the skin was clear you you look like what ever you put on. So you could look like a floating shirt. And what prog is used to edit skins and where can i get it?

In JED

For the game Dark Forces 2: Jedi Knight, in the most popular editor(of the two): JED, you turn anything transperent by giving that color absolute black color...RGB (0,0,0). Anything with the values of absolute black was transperant. If you wanted black you just set the value a little higher like (0,1,0), and you had yourself black.

I'm not sure whether or not the TES Construction Set follows this too, just throwing out some ideas, as useless as they may be.
