Wow, i have a lot of questions about Morrowind. Anyway my reputation is only 3 right now in Morrowind and I wanted to know if your reputation effects anything. Do Npc's like you better, the higher your reputation is?

Yes. And your reputation goes up by doing certain quests. Keep helping people out and you'll be highly popular in no time.
