what does the Khajit ability Eye of Fear do?

It casts demoralize Humanoid which is suppose to increase the attackers chance to flee. Obviously it only works on humanoids but judging by the magnitude (100 to 100) it should cause any humanoid to run away for a short while. Not entirely sure what use this is but hey your a 5 foot tall cat what do you expect - hairball attack?

I had a Kahjit assassin/theif and eye of fear was usefull when i went to kill a more powerful enemy because i cold make him run while i froze him or shot him
