how do i open portals, i apparently have been given a spell by snake woman. where is it or what is it.

There's a note in the logbook telling you which runes they are. Also she gave you the two runes in your inventory, if you didn't already use them yet.

It's Mega, Sparcium... Check the guide and see the shape...
The first one should be a straight line from the bottom to the top
