Where ist the Vivec Library?
   

cant find it, please help

There are two libraries in Vivec in the Temple Canton. One called "The Library", and one hidden one. The hidden one is under a locked trap door in the Justice offices in a corner (irc). It's hard to see, but it's there on the floor. Pick/unlock the lock and go down to the secret library containing all sorts of things the Ordinators consider "dangerous information". You'll even find the plans to defeat Dagoth Ur and the real truth behind Vivec here (which you would only find much later).
