| how do you advance in spell circles |

im level 26 paladin and still on circle 0. Is that right? |

Yup.
Paladins only get the paladin runes from Albert or they are found. Mages go up in spell circle.

But if you find as a paladin a rune that requars circles you cant use it.

But if you find a paladin rune and you aren't a paladin you can still use it.

I like the first one you get, 150DMG for only 5 mana, now that's a bargain

Mages have a rune called Fire ball 300 DM for 75 mana thats defently NOT a bargain 
But mages can do a lot of tricks with other runes and can rise their mana over 500~250(from Pyrokar)+220(or more from king's sorrel&potions of perm. mana bonus they find)+ praying at Innos shrines+rings+amulet.
