One scroll can be found in the underground Daedric shrine that you have to access from some ancestral tomb to the North of Sadrith Mora.
Sorry, I'm really bad with names.... 
But once you figure out how to get inside you'll find one of these scrolls on a ledge in there. Not to mention a LOT of other nice stuff!!  |

Effects:
Invisiblity for 60 seconds
Levitate 500 (!!!) points for 60 seconds
(Edit) Sorry, forgot another (better) mode of travel:
Scroll of Icarian Flight
Fortify Acrobatics 1000 points for 7 seconds.
WHEEEEEEEEE!!!....Scroll wears off 500 feet up...SPLAT.

unless u have unlimited scrolls i would stick with the boots, they never run out, now if there is a spell of wind walker that would be cool. |
