ok im level 4 circle of magic in the fire mages and for some reason the Head of the fire mages wont let me learn levels 5 and 6 so if someone could let me know on what i have to do to earn level 5 and 6

Level 4 is as high as you can go with Fire Mages.
Later you have a chance to go up to level 5 with the Water mages.

Then level 6 with Xardas
