Should I hold onto the letter for xardas that I had when I started the game?
Or should I give it to what camp I join?

I have no idea but I just gave it to the old camp fire mages for a big reward. Don't know if you can get something from xardas.

I think Jestah has the right idea...when you are given the letter at the beginning of the game you are told to give it to the fire mages. It is sealed, so your character has no idea that it is for Xardas until after you've already given it to the fire mages. So why would you even be given the dialog option to present it to him. I would strongly believe that you couldn't give it to him even if you tried. Same goes for the other camps, I don't believe that the letter for Xardas is something you can give to anyone other than the fire mages.
