this time it's definitely not a bug...
Whistler tells you, to come back directly after buying the sword for him.
If too much time passed since he gave you the quest, he assumes that you cheated him (not the game ) and attacks you.
But you can easily avoid him, until later in the game when you are strong enough to beat him.
It might be a goot thing to talk to Diego sometimes... ask him about your progress to find out what he thinks!

I did the same as you- I didn't have enough to buy the sword for whistler straight away so I went and earned some money and went over to Whister with the sword the next day. He beat me to the ground but I had no ore for him to steal and I got to keep the sword so I made a profit from it and when I asked Dexter about my standing in the camp, he was really impressed that I had the nerve to steal from Whistler So don't bother to go back- just live with it.

There is no need to restart. You can still complete the game even if you kill 20 people in the old camp.

I murdered people left and right for fun and was still able to be accepted by the camp.

You'll just need to complete other parts of the quest to join the new camp. You only have to complete 2/3 or 3/4 of the requirements given to join.

Just because you messed up and don't want to deal with it doesn't mean the game is buggy or you need to restart. You failed a quest. Deal.
