Alchemy and learning spell effects

Does Alchemy allow you to learn spell effects for enchantments and creating spells? I am starting a new character that doesn't have alchemy and he knows way fewer spell effects at this point in the game then my last character did.

No, the closest magic school Alchemy ressemble is Restoration. It is for buffing purposes. There are enchanting services provided by npc though and tons of enchanted items in the game.

Right but you have to "open up" those effects right? Does creating potions with certain effects "open up" those effects for enchanting and spell making?
