when i try to shape the landscape nothing happens. you select height editing, click and hold, then drag up or down, right? or am i misreading the incredibly and annoyingly vague tutorial?

make sure you are in landscape editing mode, not painting textures.

Scott's Editor Tutorial (This one includes interiors and exteriors editing, doors linking, landscape editing, cluttering and plant populating, etc).
2) http://db.gamefaqs.com/computer/doswin/file/morrowind_editor.txt (More general, but also includes section on how to create landscape/areas)
IF you are new to TES Editor, maybe try to do something more easy. Even without any experience and the minimal tutorial provided by Bethesda on the Editor, few months ago i created a dungeon with a sunken ship inside (   ) and some monsters (with tweaked combat abilities).
